Promoting Trade, Serving a Better Life

Zhang Mao and Li Yong jointly attended the first import expo “Quality Infrastructure Builds Trade Trust and Promotes Sustainable Development” sub-forum and delivered speeches.


  On the morning of November 6, the sub-forum of the first import expo “Promoting Trade, Serving a Better Life –Quality Infrastructure Builds Trade Trust and Promotes Sustainable Development” sub-forum was held at National Conference and Exhibition Center (Shanghai). Zhang Mao, Director of the State Administration for Market Supervision, and Li Yong, Director-General of the UN Industrial Development Organization (UNIDO) jointly attended the forum and gave keynote addresses. More than 300 people from government representatives from developing countries, international companies and chambers of commerce attended the forum.

  Zhang Mao pointed out in his speech that prosperously growing enterprises are the main force to promote trade and serve a better life; openness and competition are important driving forces for improving the quality of products and services; consumers are judges of product and service quality; consumer choice is an important support to promote trade. market supervision is an important guarantee for maintaining fair competition in the market and safeguarding consumers' rights and interests.
 
“One Belt, One Road” Ecological Agriculture and Food Safety Forum

  Zhang Mao Attended the "One Belt and One Road" Ecological Agriculture and Food Safety Forum of the First China International Import Expo and Delivered a Speech ——Sharing Opportunities, Working Together to Protect the People's Health and Safety Needs


  On the morning of November 6, as one of the official supporting activities of the first China International Import Expo, the “One Belt and One Road” Ecological Agriculture and Food Safety Forum, co-sponsored by the State Administration for Market Supervision and the Chinese People's Association for Friendship with Foreign Countries, was held at the National Conference and Exhibition Center (Shanghai).
Zhang Mao, Director of the State Administration for Market Supervision, and Li Xiaolin, President of the National Association of Friends of Foreign Countries, attended the forum and delivered speeches. 

  Zhang Mao emphasized that the Chinese government fully satisfies the needs of the people's consumption development, and attaches great importance to the development of ecological agriculture and food safety in line with the current economic development trend. By way of reform and innovation, the State Administration for Market Supervision will implement the "the four strictest" requirements: drawing on international experience, to perfect the most rigorous standards; innovating supervision methods to implement the most stringent supervision; improving the basic system to implement the most severe punishments; implementing regulatory responsibilities to upholding the most serious accountability in order to ensuring the  "Food Safety " for people.
 
 “Certification and Accreditation,Inspection and Testing Serving International Trade Facilitation” Forum


  On November 7, the first China International Import Expo “Certification, Accreditation, Inspection and Testing Serving International Trade Facilitation” forum was held in Shanghai. The forum was co-sponsored by the State Administration For Market Regulation, Certification and Accreditation Administration and China Council for the Promotion of International Trade. It was jointly organized by the Development Supervision Center of the State Administration For Market Regulation, the Trade Promotion Center of the China Council for the Promotion of International Trade, and the Shanghai Municipal Bureau of Quality and Technical Supervision. The theme of the forum is “Transfer Market Trust and Promote Global Trade”. It was organized to make “certification and accreditation, inspection and testing” better play their essential attributes of “Transfer Market Trust, Serve Global Development”, strengthen market supervision, optimize the business environment, and provide better services to  promote global trade facilitation. Gan Lin, Deputy Director of the State Administration For Market Regulation, Gao Yan, President of China Council for the Promotion of International Trade, and Ren Hongbin, Chinese assistant commerce minister, attended the meeting.

 

  Gan Lin pointed out that certification and accreditation, inspection and testing are internationally recognized national quality infrastructure that support the sustainable development of economic and trade, and are also an internationally accepted tool for quality management and trade facilitation. They have established a road of mutual trust and convenience for China and the rest of the world to jointly promote safe, balanced and sustainable growth of global trade. In order to better meet the requirements of comprehensive reform and open policy and high-quality development, we will continue to deepen reforms in the areas of certification and accreditation, inspection and testing by relaxing market access restrictions for certification and testing, optimizing market access environment, attracting more funds and talents to enter the certification and testing market and encouraging larger foreign investment in China; we will comprehensively strengthen market supervision of certification and testing, maintain fairness and credibility of certification and inspection, and optimize market competition environment; we will make use of certification and accreditation to strengthen product safety access management, improve enterprise quality management system, improve product and service quality and optimize market consumption environment; we will actively promote mutual recognition of international cooperation in the field of conformity assessment, and strive to achieve "One certificate, International pass".

 

Combating Infringement and Counterfeiting Forum

  On November 8th, as one of the important supporting on-site activities of the first China International Import Expo, the forum on combating infringement and counterfeiting with the theme of “cooperation, innovation and governance” was held at the Shanghai National Conference and Exhibition Center. Gan Lin, Deputy Director of the State Administration For Market and Chen Deming, President of the China Association of Enterprises with Foreign Investment, attended the meeting and delivered a speech.

  Gan Lin pointed out that the Chinese government has always attached great importance to combating infringement and counterfeiting. Since the 18th National Congress of the Communist Party of China, government departments have actively used international experience to strengthen the top-level design, focus on improving working mechanisms by adopting measures to rectify key areas and promoting regional cooperation, improve laws and regulations and play a judicial role.Finally, effective measures to expand international exchanges and combat infringement and counterfeiting have achieved important results. Recently, according to the institutional reforms, the State Council has adjusted the composition of the national leading group,whose office is located at the the State Administration For Market, for combating infringement and counterfeiting. This will further enhance the level of combating infringement and counterfeiting.

 

  It was stressed by Gan Lin that with the in-depth development of the current global multi-polarization, economic globalization, and social information, the problem of infringement and counterfeiting has become a worldwide problem, requiring countries to jointly respond and collaborate. Under the guidance of Xi Jinping's new era of socialism with Chinese characteristics, the Chinese government will take effective measures to crack down on infringement and counterfeiting crimes and make contribution to the creation of a legal, international and convenient business environment by strengthening overall planning, innovating supervision methods, intensifying punishment, deepening international cooperation and promoting social co-governance.
