  From October 22nd to 26th, 2018, the 82nd International Electrotechnical Commission (IEC) Conference was held in Busan, South Korea, during which Shu Yinbiao, Chairman of the State Grid Corporation, nominated by the IEC China National Committee together with other countries including Germany, France and  South Korea, was successfully elected as the IEC Chairman at the conference, whose term of office will be from 2020 to 2022. For 112 years since the establishment of the IEC, this is the first time that the Chinese expert has served as the highest leadership position of IEC, which is another milestone of China's participation in international standardization activities. It is also a further significant outcome from the State Grid’ introducing the community of shared future to effectively promote the Belt and Road development.  

  As the world's earliest and most influential international electrical standardization organization, IEC plays an important role in the development of global economic and trade cooperation. As the common language of international cooperation and interconnection, international standards are important technical basis for the development of global governance systems as well as economic and trade cooperation. Research by the Organization for Economic Co-operation and Development (OECD) shows that standards and product conformity assessments affect 80% of global investment and trade. Technical standards can promote economic globalization and investment facilitation. Founded in 1906, the IEC covers 171 countries (China officially joined in 1957) and is a globally recognized standard-setting and conformity assessment body for electrical, electronic and related technologies. At present, it is one of the world's three most authoritative international standardization organizations, which enjoys the reputation of “United Nations in the Field of Electrical Engineering”.The formulation of international standards in the field of electrical engineering has profoundly affected the internationalization of enterprises in various countries. At present, IEC has published 7713 international standards in the field of electrical engineering, and published a series of white papers on energy challenges, energy storage, and renewable energy integration, which have made important contributions to promoting the sustainable development of global energy and power. With the deepening of economic globalization and the rapidly advancing of energy and power infrastructure interconnection together with the capacity cooperation, the importance of strengthening international standards cooperation and mutual recognition is more prominent. The role of the IEC in the development of international standards has become increasingly remarkable, and it has a profound impact on the participation of international electrical and electronic companies in international competition.    

  Shu Yinbiao's being elected as the IEC Chairman is an important achievement of China's active participation in global governance and international standards. General Secretary Xi Jinping clearly stated that "China will actively implement the standardization strategy and use standards to promote innovative, coordinated, green, open and shared development." On The Belt and Road Forum for International Cooperation, he stressed that " Promoting the integration of policies, rules and standards in a three-in-one way provides an effective security mechanism for interconnection."    

  Under the guidance of the National Standardization Administration Committee, China's electricity power enterprise play a major role in actively promoting the transformation of scientific and technological innovation achievements into technical standards, and deeply participating in the formulation of international standards, which greatly enhanced China's international influence in the field of electrical engineering. Up to June 2018, China has led the formulation of 506 ISO/IEC standards, among which China State Grid Corporation has led the formulation of 59 international standards covering UHV, smart grid, new energy grid-connected, electric vehicle charging and replacing technologies.  

  Shu Yinbiao was elected as the chairman of the IEC, reflecting that a group of outstanding entrepreneurs and technical experts who grew up during the reform and opening up began to go to the center of the international arena, dedicating China's wisdom and bearing international responsibilities. Since the reform and opening up, with the increasing integration of China into the global economic system, a large number of outstanding entrepreneurs and technical experts with international vision and familiarity with international rules have grown quickly in international competition and cooperation. As the chairman of the State Grid, Shu Yinbiao is a prominent representative who is an internationally influential energy and power expert and has been involved in international standards work for a long time. Since 2008, he has served as Secretary of the IEC High Voltage DC Technical Committee, IEC UHV Strategy Group and Marketing Strategy Bureau. Since 2013, he has served as vice-chairman for two consecutive sessions, directly leads the IEC Market Strategy Bureau (MSB) work. During his time at the IEC, Shu Yinbiao's outstanding leadership and professionalism, good team awareness and communication skills have been highly recognized by international peers.  

  Presently, in face of the complicated international situation and international trade protectionism, paying attention to the role of IEC and doing a good job in international standards is of great significance for promoting economic globalization and the construction of the “Belt and Road”. The operating rules of international standards organizations such as IEC have a high degree of consistency and consistency with the principle of “co-industry, co-construction and sharing” advocated by the “Belt and Road” . Strengthening the construction of international standards to promote the mutual recognition and intercommunication of national standards is beneficial to eliminate technical and trade barriers, promote the interconnection of national infrastructure, expand international economic and trade cooperation and capacity cooperation, and finally contribute to the further construction of the “Belt and Road” . At the same time, it is also conducive to promoting international technology exchanges and cooperation, promoting major scientific and technological innovations, accelerating the resolution of a series of major problems that we are facing during the global energy revolution and the fourth industrial revolution, and better benefiting human society.  

  Shu Yinbiao was elected as the chairman of the IEC, which marks China's participation in the international electrical field standard work has entered a new stage. After Shu Yinbiao’s going to take his post, China will participate more deeply in the formulation of IEC major decisions, development strategies, policy rules, etc., significantly enhancing its position in the international standardization organization, contributing Chinese wisdom to IEC organization management and sustainable development and enhancing international peer’ recognition of China. At the same time, through mutual learning, we can better familiarize with the working philosophy and operational mechanism of international organizations, improve the standardization and conformity assessment of China, improve the consistency of China's standard system and international advanced standards system in order to better integrate with the world and contribute to the global economic development.
