China Signs Accreditation Cooperation Memorandum with Russia

  On August 2, the 20th session meeting of the Economic and Trade Sub-committee of the Committee on Regular Meetings between the Heads of Government of China and Russia was grandly held at the National Exhibition and Convention Center (Shanghai), which was co-chaired by Minister Zhong Shan of Ministry of Commerce Of the People’s Republic of China and Minister Mr. Maxim Oreshkin of The Ministry of Economic Development of the Russian Federation.

  The Secretary-General Xiao Jianhua of China National Accreditation Service for Conformity Assessment (CNAS) and the Director Mr. Helsundi of the Russian Federal Accreditation Bureau were invited to attend the plenary meeting and they signed the The Memorandum of China National Accreditation Service for Conformity Assessment (CNAS) and Russian Federal Accreditation Bureau (Hereinafter referred as the Memorandum) under the testimony of Minister Zhong Shan and Minister Mr. Maxim Oreshkin.

  Under the Memorandum, the two National Accreditation Authorities would establish a long-term cooperation mechanism, to carry out close cooperation to promote the mutual recognition of the accreditation results among Certification Bodies, Testing Laboratories between China and Russia in the frame work of China-Russia Permanent Working Group on Standards, Metrology, Certification and Inspection Supervision.

  Under the Memorandum, the two sides would establish a formal liaison mechanism to conduct exchanges and cooperation in conformity assessment techniques, certification of personnel competencies and personnel training, including the identification of harmonized methods and guidelines for both accreditation systems, the proposal of mutual recognition of the accreditation results, the joint study on competency and methodological technical research related to review, and the joint development of accreditation schemes in areas of common interest.

  Under the correct leadership of the General Administration of Quality Supervision and Inspection and the National Commission for Accreditation Committee, our accreditation work has been at the forefront among international counterparts. In the multilateral mutual recognition aspect, we have signed 12 international multilateral mutual recognition agreements; in the bilateral cooperation aspect, the number of countries that we have signed bilateral agreements with their accreditation bodies has reached 22, which has built a platform of capacity trust for China’s inspection and quarantine certification results to achieve broad international recognition, and has greatly contributed to China’s economic development, quality improvement, and taking model of quality benefit developing road.
